window wipers wont go down

Hey guys so this is a problem i thought my window wipers were broke cause they would not turn on so i changed my motor cause i thought it may be blown but still not working so i checked all my fuses and sure enough one was blown so i changed it out and right as i did that they shot up but my switch was not on i have tried taking them off while in the up position and they just wanted to go more down i waited til they were down position pulled out the fuse and put them in th up position and they wanted to go more up so now i dont know what to do to fix them so it will be correct. If u guys know how to fix it would u please explain it to me....

were might that be exactly i have never messed with the window wipers before so i have no clue?

the TCU is located in the driver side kick panel. It controls functions like the blinkers, hazards, wipers, etc

oh is it a white looking box thing? if so when i was trying to fix them i took that out and put it back in!!! would that throw the timing off on them???
