When the cable breaks you usually cant see it till you have the regulator out of the car. But even so it is either the regulator or the motor. You replace both by removing the regulator motor assembly. Once you have it out you can examine the cables if they appear ok take the motor off the regulator and inspect the centor portion of the motor . you should NOT be able to spin the drive block with a pair of pliers with out extensive resistance. If you can then the internal bushing inside the motor has torn.
