I have a Gti-R t28 with .86AR exhaust housing and S14 compressor housing. Would I be able to take a .86AR turbine housing off a GT2871r and mate it to a S14 t28 to make it become a ball bearing version of the turbo i already have?

Just try it and see, im not really sure. If the turbine wheel fits in the housing and none of the blades touch anything your set.
