Will I pass the state safety inspection?

Instead of trying to interpret the safety regulations myself, I thought I'd ask some mechanics here. I have a rust hole about 3 inches wide, 2 inches tall on the wheel well panel in the front driver side. I can look through it and see the engine. Am I going to pass the Virginia safety inspection with it? I don't think it's a structural panel, but will they still fail it on that? Does it pose a danger of things flying into the engine compartment?

I don't think that will matter. Don't take my word for it though. What I came to say is - you can always find someone who will pass you, even if you do need to provide some extra cash.

i am a virginia state inspector and i would pass you. that is a structural section(unibody) but the inspection manual only specifies rust holes in the "floor pan" as far as i remember. i would not be scared to get an inspection for that.
