The offset will make little difference, it's all about the wheel design itself. The Rogue and many other FWD Nissan's seem to have a long spindle nut/bolt that makes fitting wheels a chore. The only way to know for sure is to try a test fit.
As for offset, +30 isn't to far from stock. It will push the wheels out a bit which may give a more 'flush' look. Straying too far from factory offsets may affect handling and wheel bearing life. I cannot say whether +30 wheels will make this worse.
I DO NOT recommend cutting the spindle nut. By cutting it back, you risk loosing a wheel while driving!
1) You will remove the safety pin that prevents the wheel bearing retaining nut from loosening and falling off. 2) Excessive heat created during cutting may harden the steel spindle bolt making it brittle.
