The reason it can get pretty close to not passing is because at idle the stock SR ecu tells the engine to run a little bit rich (in order to protect the engine from possible detonation), this can make a big difference if the cat isnt heated. When he turbo takes heat away from the cat and is running rich it puts out a lot of pollutants for a longer period of time. Its one of the reasons the WRX has 3 cats, so that it can filter out the pollutants more efficiently when warming up.
If the SR isnt running too the proper specifications and isnt tuned properly (usually because of sensors, plugs, the usual), it will run really really rich at idle.
