Will a bad EGR stop a car from starting

I have a 95 240 with stock KA24DEI picked it up kinda cheap but shes not starting. There is a few things Im gonna run through to verify its not something, i.e. fuel system, and spark, but i was just curious if a bad EGR would even keep a car from starting?

EGR recirculates 5-12% of exhaust ONLY at cruise rpms NOT during cranking, NOT during idle, NOT during during acceleration

Only after coolant has warmed up and when steady rpm cruising.

Thats what i understood about it too. But a certified Mechanic told me that was the prob, so i dont know what to do. I guess i can block it off anyways, but i was real skeptical about that being the reason she wont start. I pulled one of the spark plug wires to smell for gas or see if there was any oil in the plug chamber, but when i did the damn thing fell apart in my hand. Literally fell into pieces. So now there is no point in going any further till I get new wires. And none of my Auto Stores carrie plug wires for this car, they all have to order them and they are like 90 freegin dollars.

I bought this car to get away from Hondas, but she is making earn it.

try rockauto.com for wires. the actual wire was rotten? if the egr is leaking or open letting exhaust in it might be enough to prevent car from starting. not sure. there is a link in the egr tutorial on the egr plug

Thanks for the advice and the website. Yeah the wire kinda looks like dry rot. I am seriously thinking these are factory plugs and wires. When I pulled it off most of stayed behind in the plug chamber, then i took some needle nose plyers, but everytime i tried to get a hold of the piece left in there it would just break apart. It took my 30 painstaking minutes to the get all the s*** out of the plug chamber. Then i blew it out with a compressor to prevent any small debris from falling into the head when i take out the plugs.
