wierd wear on front tires

I have a 96 240 and the front tires are wearing uneven. The tire are chopped on the edges. Like every so many treads are lower then then the others. this is the 2nd pair of tires on front that this has happened to and has been aligned twice. Any ideas?

Directional tread tires all suffer from individual block heel-toe feathering.

Rotation [even if you have to demount and flip] evry 3,000 miles to reverse wear the blocks flat.

Assumming shocks are as new and alignment is correct and camber is not abusive from lowering.
