wierd Brake light problem

Got pulled over a few nights back and got harrased for my brake light. Wondering if anyone has had this problem before I start tearing into the harness.

93 coupe, drivers rear light. The light is on when I have the head/parking lights on. When I step on the brake it completely shuts off. When I have the head/parking lights off, then it works just fine (although dimmer than the passenger side lights).

I have replaced all the light bulbs on the drivers side. The fuse box on the drivers kick panel are all fine. Don't know what else it could be. Do I need to replace the whole light assembly?

Also anyone know how to replace the bulb in the spoiler? Do I need to remove the whole spoiler to get to it or just pry the red cover off? I tried to pry but don't want to break it.
