I just put in an AEM wideband and when cruising it is constantly ranging between 14.2 and 15.7. It does it so fast its hard to read the actual ratio. When I give it more throttle it will settle to a constant ratio. Is it normal to constantly range like this?

Yes, your stock o2 sensor will constantly try to correct rich/lean conditions causing a fluctuation under vacume. Seeing a steady AFR level under boost is typical.
