Why is it that when I rev my engine it comes down, lingers at 1000 for a bit and then goes down to normal?

Possible something in the cold idle curcuit hanging it up for a moment? Hard to say without knowing all the conditions this occurs in and if it is intermittent or not.

Why? What's going on to cause this?

that's where the engine "catches" itself from stalling. So basically it stabilizes itself here and then drops down the rest of the way to idle slowly. My 5.5 gen does this, my jeep does this, my integra did that, my crx did that.

I think this is normal unless your stalling out

I'm gonna jump on the bandwagon, seems normal. Suggestion: If you don't rev your engine, the problem will go away

Probably normal as everyone suggests, but clean your throttle body and plate just in case.
