We call that a Quaker State motor where I'm from. That's pretty bad, but I pulled the valve cover off of an old Ford LTD once that had so much sludge it left a mold of the rockers in the valve cover. I had to take the valve covers off with a prybar because the sludge had literally formed around the rocker arms. We pulled the motor because the crankshaft broke completely in half between cylinders 2 and 3 due to (DUH) oil starvation due to sludge. It also took out the main cap at that location and broke the front of the block off.
