why does a vented BOV cause your motor to run rich?

because air that was metered by the MAF is being let out when the ECU thinks that all that air should be in the engine. So you have less air than there should be in the engine hence rich condition.

It causes a momentary over rich situation when you lift the throttle.

It does not cause the motor to run rich constantly.
