Why front wheel locked up

Quick question, I replaced my brake pads, when ever i got through putting the caliper back on the front left and completed the rest of the work, I tried to rotate the wheel to see if it would spin freely and it wouldnt spin at all. it was completly locked. So i took it all back apart and did the processes all over again and its doing the same thing. Can anyone help?????

I assume its the 240 your working on?

after you get it all back together step on the brakes a couple times. then go try and rotate the tire.
