Lesson in life: with cars, unless you can do it yourself or know the mechanic, you're going to have to pay a lot of money.
Most of this stuff you can learn as you do it. There are plenty of threads on this forum and others that show you exactly how to do what you need to do.
How exactly is antifreeze getting into your oil through the timing system? There are no coolant lines up there. If there is water in your oil it's not the timing chain's fault, you have a blown head gasket. Probably what's causing you to surge as well. It could be injectors, but if there is coolant in the oil, you're problem is bigger than just injectors.
And finally, if you really want good answers, tell us a bit more about your car. What year, what motor, is it an SR20? Describe the surge, where does it come from, how does the car act? Are you calling the bogging of the car at idle "surge" or what?
My honest opinion though is this: the timing chain top guide is rattling like it does on all these motors. You probably don't need a timing set. You have water in your oil, since both the timing set and the valvetrain are oil cooled, there is no way that water is getting in the oil there unless you drive without a hood on during the rain and have a leaking valve cover. That being said, I think your headgasket is gone. I don't know how to check for that, I'm sure somebody does. Headgasket and timing set should solve your problems.
