When taking off from a light sometimes the cars' power jumps up and down (surges) alot, like it goes, and then falls on its face, and then goes again, and then falls on its face, etc. If I turn the car off and then on again, it will stop doing it for about 20-30 minutes. WTF is the problem? Thanks.

My car actually did that And I found out that the housing that holds the Sparkplug wires was cracked at the clips and it was pulling the wires a bit lose.

Check that hopefully its that easy for you as it was for me.

Check to ensure your injectors are working correctly. I had two that stayed on all the time... it would bog and surge if i didnt pay attention to throttle position. If you have a 90 with factory injectors, you might be ready for some...

I know that one or 2 of the injectors are leaking so I'm guessing that probably is the problem. It just seems weird that it won't do it after I turn off the car and then back on again.

I had bad spark plug wires. After running they would start to arch causing the engine to surge.

After running for a bit stop at night and pop the hood. HAve someone rev the engine a bit and stand back and watch. If you see any type of spark then replace all the wires.

Not sure with your model but, sounds like a typical mass airflow connector problem. If it has one, disconnect connector/plug and check for corrosion, clean carefully and use some di-electric grease on the contacts before replacing plug. Typical problem with early Q's.
