They sell them because they realize they made a mistake in assuming they are worthy tuning tools.

An AFC works by directly altering the MAF voltage. Ignition timing is determined by engine load, and engine load is calculated via TPS and MAF voltage plotted against RPM. Therefore, when you alter the MAF voltage, you artificially advance or retard ignition timing, and that's why they're dangerous, and unacceptable (in my opinion) as tuning tools. There's no sense in "adding" a little more fuel if you don't know what the ignition timing is doing, and ignition timing is what can make or break a tune (or your motor).

An AFC is not much more than ricer chic'.

As for the other half of your question, unfortunately neither the T25 or stock 370cc fuel injectors are capable of supporting much more than 12psi. If you set aside $1500 you can get an S15 GT28R turbo, 550cc injectors, Z32 maf, rom-tune and gaskets/hardware/etc. That's a popular and cost effective way to be easily able to turn out close to 300whp all day.

I have a s13 black top with stock injectors and t25 with a safc neo to tune the 300zx maf. If u plan on stickingwith the t25 I would suggest the safc neo for tuning. However if u plan on upgrading bigger injectors and turbo I would suggest u save up for a rom tune

I have an Apexi neo and I am selling it for one reason there is no one that is able to tune it where I live and cannot figure it out myself had it for only for two weeks I also have a rebuilt sr with many upgrades to tune this at a shop would come close to doing a rom tune paying for the dyno tuning the afc ext. this would come close to a real tune might as well do it right and save the extra 200.00 to get it right but if you are keeping the sr stock with just the airflow meter up grade then one of these devices would be fine to run if you can figure out the math.

Seriously, save your money! I had a neo and got rid of it. It is a wannabe tuning device. If you do buy one like a dumb dumb, don't pay more than 200. I sold mine for that price.

i have a s13 blacktop with a t28 and personally i dont think that the neo is worth getting if you really want to tune your car i would just go with the PFC. the neo doesnt have the tunablity that i thought it did.
