wow, no one has a solution for you! I guess I'll help you then.
My old integra use to do this to me too. I eventually learned from my Honda mechanic that the car was not properly grounded. So instead of just finding the grounds, and cleaning them with a wire brush, I made a custom ground kit, and changed the battery terminals. BOOM, stupid static electricity shocks gone.
When I got my 240, is was also doing the same thing. Every time I got out of the car and grabbed the handle to close the door, I got shocked. Lo and behold, I checked all the grounds, and they were encrusted over, and the battery terminals had acid build up all over them. 240s didn't have really good grounding from the factory, and the S13 being how old it is, can really use some work.
So I went and bought some Monster cable, and new battery terminals and went to work on making my own grounding kit, and redoing the factory grounds. I grounded the intake manifold, head, block, transmission, firewall, left side of chassi, and right side of chassis. I also wire brushed all the paint and corrosion of the parts where the wires were grounded.
All I can say is that the difference is astounding. Immediately the car had better low and high end pickup, the engine revved and sounded a lot smoother. The exhaust was also nice and even sounding. My alpine stereo stopped blinking when the bass hit, and I got better gas mileage. Plus, no more SHOCKING!!! here's a pic in case you wanted to do it yourself.
