I vote 'no.' We've been just fine without them, and because of that we have a had a wealth of information that gets recorded out in the open. Makes it easier to search. That, and we have email addresses, AIM's, MSN's, BBMs, texts, facebooks, myspaces, twitters, (and formsprings for members like Nala) that can accomplish the same thing. While I admit to not checking mine all that often, I do check email before I check PM's on the boards I belong to. Because, well, there are a lot of boards that I don't visit as frequently as I check my email. I could easily miss a question that someone needs an answer to ASAP.
Another point I'd like to make- some members aren't all that active anymore. Example- DeviousKA. Cool guy, helped me with some ITB building questions and megasquirt. Hardly ever checks this board anymore (since ~'05-'06, and even less before I found his handle) but was super easy to reach because his email was available. Its unlikely that I EVER would have heard from him if all I did/was able to do was to write a PM.
Its my understanding that this is a community, and within the community, everyone gets along with one another without segergating off into little groups, clics, etc. Its more fun to say "WTF SHEESH DAMN NALA IS DUMB AND HAS NO BALLS TO ASK A CHICK TO PROM" for everyone to see instead of telling each other in PM's how much of a wuss he is. Without these comments posted in a public manner, he may have missed out on excellent advice that was held up in PMs. Whether or not he uses it is another story, but I digress. I prefer the open information and if you really have something that needs to be said or communicated in private, email is perfectly fine. Even if it pertains to one person, starting a thread calling for their specific help doesn't hurt anyone because 1. they're more likely to see it on the main chat page2. others can chime in with a correct answer, possibly more quickly3. most of the time (another Nala related point) people will leave it alone if its specific, like when Nala asked kornmanz for a mixed up track.
In conclusion, no. No PM because they don't promote the sense of community and getting to know and meet one another like we all do now.
