A man who died in September was elected City Treasurer in Oceanside, CA.

I guess that's still better than this election for a judgeship in Illinois. Talk about unqualified for the office!

Sadly, the dead guy elected City treasurer might have gotten as much accomplished as the previous treasurer.

Bubba, are you insinuating he accomplished nothing in his first term? Gary Ernst (the dead man) won reelection.

That's a generalization I'm pretty sure. Imply and infer aside, there was certainly a City treasurer previous to Gary.

What I don't understand is how the lady with less votes applies for the office as if it were some sort of job opening. Don't they get voted in? Wouldn't there be another, interim election?

Actually, Oceanside laws allow the city council to either appoint someone to serve the term OR call for a special election. I wouldn't be surprised at all to see them appoint someone as special elections are expensive.
