A man who died in September was elected City Treasurer in Oceanside, CA.

Sadly, the dead guy elected City treasurer might have gotten as much accomplished as the previous treasurer. ;)

That's a generalization I'm pretty sure. Imply and infer aside, there was certainly a City treasurer previous to Gary. :)

What I don't understand is how the lady with less votes applies for the office as if it were some sort of job opening. Don't they get voted in? Wouldn't there be another, interim election?

Actually, Oceanside laws allow the city council to either appoint someone to serve the term OR call for a special election. I wouldn't be surprised at all to see them appoint someone as special elections are expensive.
