I dealt with smog for about a year, so I know the in's and out's of smog in the bay area, I live here lol. Basically, when you fail it can mean that you are either marked as a gross polluter or something else. But when you are marked as a gross polluter, you usually have to take the car to a california gold smog station. There is one in Concord somewhere near willow pass, thats where I went to pass. Also, smog legal stuff is anything with a CARB sticker on it.
One of the main tips for any car modifier is, keep all of your stock stuff, that way when you are going back into smog again, just swap the stuff back on and go! Legal car mods, no engine swaps, spark plugs, rebuild engine, underdive pully, injen intake, exhaust, make sure you have a CAT, always have a cat. Get a hiflow one. Ummm, just keep the engine looking stock. That way, you can pass visual, which is where most fail. They may pass the sniffer, but they cant pass visual owing to non stock header or something stupid like that. Oh, and one common prob, is the injector wiring, that made me fail for about a year's worth of tests. Drop it off at a center and tell them to fix it till it passes smog.
BTW: be careful about trying to bribe them, I tried and failed horribly, almost got into trouble, cause they lose their license forever if they get caught.
