White smoke on start up on a cold winter day is normal. It's just water vapor condensation due to hot gases in the exhaust area. The RPM is also much higher on a cold start, hence, the smell of gas. But this should only be for a couple of minutes. Maybe it's about time to clean the MAF sensor and IACV.

Gasoline smell might also be due to cracking or contracting fuel lines due to the cold. If it goes away once the car warms up, I wouldn't be too worried.
