My guess it was not a terrorlst plot, or vast left wing conspiracy, or anything to do with the strangled guy. Since that bridge has been under repair constantly, and given the 24/7 police presence, I'll wager it's simply a prank by a contractor who had access to the restricted areas without raising an eyebrow.

Maybe it's a New York thing, but I don't see what all of the fuss is about. Even knowing it was a couple of Germans, I still wouldn't have thought much about it.
