When im stepping on the gas petal driving in gear, when the turbo spools it makes a whistling noise as the turbo is spooling. The whistling starts at like 2.5k RPM. boost leak? bad turbo? turbo gasket? not sure...?

Sounds like an exhaust leak or boost leak. Boost leak test the car and run some seafoam through the vacuum system to find any exhaust leaks.
