whistling rpm dependant

My engine has a very loud whistling noise that is rpm dependant, its off and on, hit or miss, I have noticed that when it isn't whistling, it often starts whistling once the engine comes up to operating temperature. It may be my imagination, but I also think I feel a drop in performance once the engine starts whistling. As far as I can tell, its not the exhaust manifold, and I don't really know what else to check.thanks in advance.

EDIT: 1989 240sx hatchback, ka24E with manual transmission.
