i need help my stupid whipers move half way up when they are off ?? i dont know what to do, and both my windows dont go down and i want a/c

When you turn your wipers off, what position do they stop at? You prettymuch need to know how to read wiring diagram and use multimeter tosolve these problems. Search to see if you can find answers.

I had a similar problem with the windows. It sounds like your problem is a much larger electrical problem though.
For the windows, there is a small plastic white box covered in a black rubber molding inside the door on the driver side. If you open this box you can see the circuit that controls the windows (for the 1990 240sx se in my case). Part of the trace on the circuit board was fried so it required soldering a new wire over the broken area. That fixed my problem. You may have larger problems though seeing as how a few electrical things arent functioning properly.
