Whining noise on cold starts

I have an '01 Nissan Maxima SE with 128,000 miles. On extremely cold days, I am hearing a whine once I start my car. It goes away once the car is warm. I've been reading up on this and usually people have said that it is caused by a worn timing belt. Unfortunately, I don't have a timing belt. I have a timing chain.

Could it be the tensioner? Any feedback would be amazing.

Normally it is due to drive and power steering belt. You can test the theory by using the belt dressing (can buy at autozone) on the pulleys and belts and see if the noise goes away.
