You can't use a Consult to set the base timing it only reports the ecu calculated timing assuming you have set the crank timing with a light correctly first. What the Consult reads is correct assuming the base is set at 15 Deg BTDC.
It should be 15 degrees plus or minus 2 degrees Before Top Dead Center. [The timing mark at the extreme left (counter-clockwise) is zero degrees. There are lines [notches] at 5, 10, 15, and 20 degrees to the right of it.
