Just to let you know ANY of those turbo combo's be VERY VERY different as each one has different trims, A/R's and housings...

Ex: you can have a t3/to4e, t3/to4s or a 60-1 in a to4e with a standard turbine wheel in a .48 or a .63 or a .82 housing...etc etc

I woudl say that you need to be more specific with your goals, expectations and wants from a turbo. I think the Big T28 is a very nice bolt on upgrade to stock SR mani's and is capable of low-mid 12's if supported correctly and tuned/driven right.

If you are only looking for Low 12s then don't waste your money on a new manifold and custom downpipe etc. You will need approximately 300-325whp or so to reach low 12s. As long as you have appropriate traction. You could go with a FP Big 28 but a better choice may be the Garrett GT25R, .64AR. You could easily make 300-325 but have the ability to make more if you ever want to.

Gosh, actually for 300-325 there is a ton of turbos out there such as the s15 turbo or the GTI-R turbo, etc. FP28. You really don't need a hybrid turbo to make that power.

Well then which turbo would work best with my setup? I'm tired of messing with stock manifold and I'm looking at turbos from cheapturbos.com. I'm not spending $1200.00 for a turbo.

if you dont want stock manifopld then get a t3/to4E 50 trim with a stage 3 turbine wheel in a .48 or .63 turbin housing with a top/bottom 9harder) mounts manifold. Support it properly and tun eit and make 300+ whp

get a cheap tubular manifold and a hks gt25r.... that's what i've got, and i'm very happy..... oh and i kept my piping, and downpipe.... as for the cheap manifold, i went to the old-welder here in town and had him do some support welds and fixed a couple of weak looking spots before i ever installed it....
