I've got four basic choices, the first two need to happen before I turbo it.

Which should I go with first?

I'm leaning towards rockers and springs.

It's for a 1991 Buick LeSabre Custom. True though, it does feel like your driving a boat.

I'd do brakes before all of those. If you add power you'll need additional braking to handle it.
