Where is this plastic from?

I'm having trouble figuring out where this piece of plastic around my bolt came from, and if its an individual piece or from a larger component. I need to replace my fender later (someone backed into my car and the fender won't clip into the bumper anymore).

The plastic is not from my headlight.
