The Fog bulb aims slightly lower while the driving light is aimed straight ahead.This can easily give the illusion of Low and Highbeam. And if you set the light up right will work just as well actually.

Both are dual bulb setups with fog and driving lights in one.It can easily be said to be Low and High beam.
So that should solve your inspection problem....assuming you have one.
But if its already too late, then yeah just get some really small lights to fit next to the FF75s and use them as LowBeam
