I've got a very slight steering wheel wiggle in the 65+ crusing speed range. And a moderate steering wheel wiggle under braking.

Tension rods? Or alighnment/balancing?

Balancing for the ~ 65+ wiggle, brakes for the braking wiggle.

Alignment has nothing to do with balancing/shaking/wabble. The high speed shake could come from any number of things: improper balance, improper air pressure, poor bead seat of tire to wheel, out of round tire, bent wheel, lack of hubcentric rings on aftermarket wheels, poor wheel fitment, loose lug nuts, wrong lug nuts for your application, bad road, or any combination of the above.
