I've got some old wheels laying around, but the problem is they are +45 offset. My question is, if I get some 20mm spacers, will that give it the appearance of a wheel with +25 offset? And would that require any fender work? Was going to get some spacers for Christmas if you guys think it would work.

Dunno about fender work but you would indeed have a +25mm offest. Make sure the spacers are hub-centric as well.

One other thing I forgot to mention. The wheels are a 17x7, I know, trust me I know, but a set of $100 spacers is cheaper than buying new wheels. Would a 17x7 with a +25 offset have the same appearance, other than width, as a 17x9 +25 offset. I looked through the wheel fitment database thread and couldn't find what I was looking for. Also, do you think this would clear Megan Streets? And fit the car w/o any fender mods?

no it would not the wheels will still look slightly sunken, to be near flush the would need to be near x7 +5 to +0

No because the extra 2 inch width on a 17x9 compensates for the offset as opposed to a 17x7.

Its actually one inch.

One on each side or else the offset would no longer be "+25"

A wheel with 45mm offset used with 20mm spacers is exactly equivalent to the same wheel with 25mm offset (assuming the widths of the two wheels are also the same. So, the look (and fitment - whatever it is) will generally be the same. (I have no clue whether it would actually stay within the wheel well or end up under the fender.)

However, having said that, using spacers can be problematic, imho - others may differ. You are adding spinning mass to the wheel. If not hub-centric, you also rely on the lug nuts to center the spacer wheel - could put too much pressure on the nuts and also cause imbalance problems with use.
