wheel offset

ok i was looking around for some new rims and i found nice 17''x7 for a reasonable price with offset 40.

i dont have any suspension upgrades.. i cant adjust chamber angle. well i dont know much about offsets and such.

questions:1. will i need to do fender roll if i put on these tires?2. is the offset good enough for drifting and regular street use?3. should i look for a wider rim say 8+?4. what kind of tires should i use in those rims?

basically im a noob when it comes to this stuffall i know my bolt pattern 4x114.3
