Im getting ready to rotate my tires and I was wondering is it necessary to get them balanced if i feel no vibration or anything?I really dont want to pay for something that maybe unecessary so do yall get them balanced at each rotation or not?

You shouldn't need to. Generally you only rebalance when you get new tires or if you notice a shake. If you're good now, a rotation shouldn't change that.

Once a wheel/tire combo is balanced you do not need to do it again unless you have lost a weight or have some unusual tire wear. Moving a wheel to a different spot on the car does not change the balance.

What about balancing after installing Eibachs? is that necessary?

No... when you install the Eibachs you are not changing the wheel balance. Only balance the wheels when you change tires, lose a wheel weight (you'll usually spot that by feeling a vibration), or if you experience unusual tire wire (a long period of bad inflation pressure, improper alignment, flat-spotting a tire under severe braking without ABS, etc.). Once a wheel is balanced, no changes to the car, including rotation, can change the balance.
