Whats up with the negative camber of rear wheels on VIP cars?

I always wondered why some VIP car have rear wheels with extreme negative camber, it reminds me of a wheel chair such as this:



Or even a little of this:



I expect a flame war, But this is a serious question.

2 things:

1 Lowering your lower than the center of the wheel will cause negative camber by default.

2 Using adjustable suspension parts allows the wheel to fit inside the fender with out modifying the fender too much. Some fenders are modified to help fit wider wheels when too much camber is needed to fit the wheels.
