Why not try heating it with a heat gun and scraper. Then some kind of solvent cleaner for what is left?

I posted the reply about dry ice. You dont need very much to do the job as dry ice is just that, dry. A little will do the whole car. When i do one it takes about 25.00 worth. I wouldnt use heat because even if you can get it hot enough to melt it will make a huge mess. The dry ice will work great

Step 1: Freeze the stuff with dry ice

Step 2: Get your favorite hammer and smash away.

My friends and I have done this a couple of times... there are a couple of ways. Wait for a really, really cold day and have all doors/windows open and **** for a couple of hours to get the car cold on the inside. Or you can go pick up some dry ice (make sure not to touch it directly with your skin... so I've heard) and break it up into small chuncks on the tar. Then, go to work :)

My friend the other day used a puddy knife. No prep work or anything. He said it came out real easy (it was hot outside too).

I had a small gas leak in may car a while back and some got into the passenger compartment. While I was wiping it up, I was wiping off some of the tar covered areas. A lot of the gas soaked up into the tar and with a rag, it became easy to remove it. Most of it just wiped off. I'd probably not use gas, but I'd expect most solvents would allow you to wipe it off if you let it soak in. You would probably need a lot of rags though. And take care not to smoke around it...
