what would stop a key from being programed to a Titan

I just went to Ace Hardware to get a spare key for my truck. They cut the key and then went outside to program it to the truck. The guy sat there for 20 min and the key would not program into the truck. He just gave up and said something is up with my ECM. My ECM is fine as far as I know.

Assuming there are no codes in your BCM, if he managed to program your original key back in without any difficulties, then the new key was either bad out of the box or wrong for the truck. The truck should have "forgotten" your old key(s) when he tried to reprogram, and if that didn't happen it means his software never got the BCM into program mode. That could mean a bad BCM but could also mean he just wasn't using his equipment correctly. In any case, it's highly unlikely your ECM has a problem. The BCM or IMMU (NATS antenna) are much more likely, but if so, there should be codes in the BCM pointing to the problem.

The truck still starts with the original key and I have no check engine light, if that matters.

BCM = Body Control Module. The BCM and IMMU are what actually read the key, then the BCM authorizes the ECM to start the engine.

It sounds like either the guy never got the BCM into program mode or somebody disabled the NVIS system on the truck. I'm not sure on an '07 if NVIS was standard or if maybe a dumb-key version of the Titan was available. Do you have a red key light which blinks on the dash when the truck is shut off?

Okay, that probably explains it. If there's no security light then there's no NATS/NVIS system. The guy's software couldn't connect with the BCM because a non-NVIS BCM won't respond to NVIS commands. I bet the spare key he cut you will start the truck just fine too.

Vstar, he tried the key, the dash lights came on but it wouldn't start the truck

That's just plain odd. Maybe the security light is out in the cluster, I have no good explanation for that. The OM shows it has a regular "red key" security indicator in the cluster, and that should blink at a 2~3 second interval whenever the truck is shut off. The BCM drives that lamp directly (not CAN like later models), so this is all kind of pointing to a faulty BCM.
