I'm guessing that's one of the reasons why he was standing where he was. so he can flail his arms in case another car was coming. I've done things like that, had my bluetooth headset on and have people up ahead warm me of traffic/cops. Wouldn't act a fool if I didn't know the area or see the road ahead of me.
