What to look for

I'm about to purchase a rebuilt engine.

I wanted to know what questions I should be asking and what I should be looking for before I hand over the money.

Oh yeah, is 400 too much or too little?

The first thing you should ask for is the reciepts or at least some kind of parts list proving it was rebuilt. This will also show what was replaced during the rebuild and possibly why it was rebuilt. If the work was really put into it I would say it would be worth the $400.

We just re-built our SOHC and it cost about $1000. That included honeing the block and haveing the head milled. New oil pump, timing chain, water pump and of course new rings and berrings. Reused the Pistons, Wrist pins and Rods along with the Crank. Had all the above checked at the machine shop before re-use. We did the disassembly and reassembly so the cost was mostly machine shop and parts.

That said, if you can get a fresh re-build for $400 I would suspect it as being too cheap. When was the rebuild done?
