Yeah I thought of that, but he just said he can't have a CEL or any codes showing. So it depends if they actually want to plug the scanner in or if they're satisfied with no CEL on the dash. In Emissions Counties of NC (almost all of them) they look at the registration, see it is '96+ and HAVE to plug it up to the machine.
