What size/offset rims to make tires flush with flares?

I have a 99 PF (not a 99.5). What is the offset/bolt pattern/whatever to put the tires out so they are flush with the flares?

I know nothing about rim sizes/offsets/bolt patterns/etc. Thank you.

theres a lot of different choices..... and the different #'s affect eachother so lik eif you have one rim thats wider than another, they will need different backspacing to be equally flush.... what are u looking for? 16's? 22's? off-road? street?

16's probably, mostly street, something that looks nice but not ghetto and not redneck

EDIT: actually, I might be removing my flares all together. If thats the case, I'll probably just powdercoat my factory wheels.
