I would consider the most restrictive rules of any potential automotive groups I'm interested in and use those as a guide. For me, I hope to one day be part of the Improved Touring group (B or S, I forget) with the SCCA. There's lot's of common modifications that simply aren't allowed in that class, so I don't do those types of mods. I think I can have my ports cleaned up, but not enlarged. I'm not allowed titanium bits, just factory materials and springs. I can get a three angle valve job, but that happens to be factory anyway!
So, resurface, blueprinted, Valve matching, and if you don't have any rules to follow, maybe enlarge or round off the ports to match your intake and exhaust piping. Are you replacing everything or just as needed? Maybe let them do the disassemble and inspection and get an recommendation from the shop. New valves and guides would be things for them to install. Cams, retainers, and springs might be good for them to install and measure, but maybe you do this at home if you have the tools.
