What should I do with a cheap budge it?

rebuild my ka24e, bore the heads add cold air intake, header, high flow cat, exhaust system, short throw shifter, upgrade radiator clutch and flywheel. or should I turbo my ka24e, ka24de swap and turbo it, or sr20det swap.

It all depends how much your willing to spend with a cheap budget..do your research man cause the things your talking about are 3K plus!!!

should i just keep my ka24e naturally aspirated or go with some sort of turboed engine?

I was going to turbo my single but it was going to cost just as much as swapping so i swapped for an SR it is up to you its your car and engine and your budget like i said before look at spending 3K+ especially for a SR cause you have to do a little bit more wiring because of the single cam to dual cam swap and you have to get a new gauge cluster!!

the major difference between a DE and an E in terms of turboed power output hits once you're in the 350+ HP range. Until then either engine is fine. I'd say stick with that KA24E you have and get a junkyard Holset from some old dodge (HX35 or H1C) and rebuild it, it'll save you tons of money and perform better than any T3/T4 (the HX35 mounts right up unto a T3/T4 turbo mount)

all out or nothing. by your wishlist, i think the simplicity of sr swap would be best for you. you never mentioned anything about tuning the ka-t which leads me to think you havent done your homework

jump on the wagon and start saving, i dont think you are ready for the fail of your first kat.
