What's up with these fuses? (pic)

2002 Pathfinder LE 3.5, fuses 10 & 15. Why do these fuses have wires sticking out of them? If I am reading the FSM correctly, #15 should be empty. The wires both lead to two more fuses, then from there the wires trail upwards, as if going toward the driver's side speaker in the pillar. Is this a factory job, or a custom job performed by the PO(S)?

Looks like an improvised fuse tap. It's probably providing power to some added overhead accessory like a GPS unit, dimming mirror, etc. If you don't have anything obviously aftermarket, you'll probably find the wires lead to some tucked away wire. The side pillars aren't too hard to snap off if you want to track it down. If I recall, you should be able to insert a screwdriver and the top and persuade it out.
