What's up with my electrical?

(1989 240SX SE: KA24E, CAI, Cat-Back, 5 Speed Manual)

After going through 2 alternators, a battery, and a fuel pump in 3.5 months, I decided to get a voltmeter to see what's up with the electrical system.

With the key on ACC or ON & engine off, the reading is 12V.

With engine running, reading is 12V.

If I rev the engine to 3000rpm for ~5 seconds, the reading rises to just under 14V, and stays there the rest of the trip, except dipping slightly when I put my foot on the brake.

Is this normal? If not, does anyone have any idea what might be wrong?

sounds like the voltage regulator isn't working right, check your relays and fuses in the engine bay

Fuses OK. How do I check the relays?

when the engine is running, it is possible voltages in the 13 range many times.

i'm about to crash or i would look it up in the fsm. if you can't find out, you could always visually inspect them for melted areas. that won't tell you if they are working but it could tell you if they aren't

most of the time if a relay is bad, it will be immediently noticable.

The relays look good on visual inspection (I didn't unplug them) Is there a way to test them and/or the regulator? Where do I find the regulator?
