Just kinda hangs there for no reason, only on driver's side:

Says "Pan/Pro Caster" on one side, and "Seiwa/Made in Japan" on the other.

Perhaps it's part of an after market alarm sytem.

I think when hooked up, it detected movement or shock. I still do see them from time to time on older vehicles, but usually, I see them mounted closer to the back.

My next best guess would have been one of those things to ground the electrical system to the earth, but since yours looks rubber, I don't really think that's the case.

look at the very end of the strap, do you see any metal inside the rubber, possibly 3 dots in the shape of the rubber exterior?

By the way is your brake leaking at the top connector?

Nope, no metal inside. But yeah, seiwa pro caster seem to be mostly anti-static products. Don't see how rubber's going to help though. I'm thinking of taking it off.

Not that I know. Now that you mention it though, it does look a little suspicious. I'll clean the area and see if it is.

There rubbers and rubber-like materials that are slightly conductive without any metal.

But I think the ground strap thing is a crock, except for MAYBE if you are running a serious radio transmitter.
