What's the most effective NA upgrade?

Information on the naturally-aspirated KA24E and KA24DE engines.

My KADE needs to have some work done because it's burning oil pretty bad. I thought that while I'm at it I'd like to do some upgrades to add a little power, but I'm a pretty tight budget. So I'm wondering what you think would be the most effective upgrade on a budget? I already have an intake and header (though a crappy header I think), but otherwise the engine is stock. I know there are a number of bolt on (or off) options that are typically part of a NA build. Where would you start on a low budget?

Searching, because this topic has been covered more times than I care to count, is the most effective NA upgrade.

Don't overlook that oil burning issue, make sure you've got a nice solid engine before looking for more power out of it. That being said, I'd finish off the intake/exhaust sides, perhaps a custom cat-back and a new header if you don't think yours is up to par. A nice cone air filter too if you're still using the stock box.

Maybe a better way to ask this question would be: what upgrade made the biggest difference on the butt dyno?

Oh, and Rev. D I have searched and pretty much every thread I've found about this ended with a million people jumping on and saying turbo, which I'm not interested in right now.

The oil burning won't be an issue anymore since I ended up finding a KA with way less miles and in much better shape than mine for cheap. It also has a much better header on it and I'm doing my clutch while I'm swapping it next weekend.
