What's The Deal With The Defroster Settings?

My A/C has the most confusing windshield defroster sequence I've ever had in a car. I get it that the air conditioner comes on initially to remove any moisture, but isn't it then supposed to shut itself off and switch to heating the windshield? The few times I've had to use it this fall the air conditioner has remained on the entire time. At one point the outside of the windshield was fogging up because the inside had become so cold and I had to use the wipers to see where I was going. So far every time I've used the "defrost" setting the air conditioner has remained on the entire time and I've had to shut it off manually. This will not be a good thing when temps fall below zero here soon!

if you have your temp setting turned all the way up to hot, it shouldnt be putting out cold air.....even with the AC light on. the AC can be on and put out hot air at the same time.
